I think IBM shouldn’t get any money that should be used to stimulate the US ECONOMY!!!! IBM is after money…so let them get money in the economies that they seem to be interested in.

IBM claims that the offshore people support local companies, but that is false the support U.S. based companies as well.
IBM is just part of a larger group of companies sending jobs overseas. An education does not mean your job is safe here in the U.S. anymore. It just means that you are now educated and overpaid.
I think IBM should be paying larger import taxes for the product of servicing. Tax them by the megabyte of bandwidth used to between these foreign counties and America.

I work for IBM. Sam Palmisano, CEO of IBM is quick to announce that IBM is a “global company”. Stimulus money is intended to improve the US economy, not India or any other country except this one. The idea here is that the government hires contractor companies to do things, build roads, computers- etc. It then pays its employees who put that money in the bank where it becomes what is known as M1, the basis for lending. If that money is paid to workers outside the USA, then the whole plan falls apart and simply becomes part of the trade deficit. IBM is no longer an American company- it lays off US employees, and hires employees in other countries- it should not be allowed to take part in any way in a program designed to stimulate the US economy. If India decides to have contracts there, perhaps IBM could take part in those contracts.

It’s no secret that IBM is outsourcing U.S. jobs. Last year, IBM’s U.S. employment fell 5%, while emerging market employment rose 15%, particularly in high growth markets like India, China, Brazil and Russia. But typically, the company has filled those jobs with local recruits.
“The mantra of ‘we want a global workforce’ is all smoke and mirrors,” said Global Equities Research’s Chowdhry. “The company is playing a gimmick with its employees — they simply want to shift people to where there is a cost advantage.”
“There’s a joke at IBM,” said Carl Claunch, an analyst who follows the company for technology consultant Gartner. “What does ‘IBM’ stand for? ‘I’ve Been Moved.’”
At the end of 2008, IBM employed 71% of its workforce overseas, and 65% of its revenue was from foreign countries.
Though the recession has affected every company, IBM has performed quite well, maintaining nearly $13 billion of cash on hand. In the first quarter, the Armonk, N.Y.-based company reported net income of $4.4 billion, or $3.28 per share, trouncing analysts’ expectations and last year’s income of $2.80 per share.
Depends where they are outsourcing the jobs to. If it is to somewhere else in the USA, no problem. If it is to an alien nation, is it our resolve to stimulate the world economy at our expense; I thought the stimulus was to create and save American jobs. The answer is a resounding NO.

Absolutely not. One of the tenets of the American Economic Recovery Act is to “…create or maintain US jobs.” Stimulus contracts awarded to US companies should contain clauses and requirements (followed up with oversight) that the work performed be done by US residents only, for at least the first 3 years of the project(s).
Well, I’m okay with it as long as one of the outsourced jobs to India includes that of the Office of the Chairman of IBM. Then, sure, why not.
IBM has been systematically and agressively offshoring US jobs for many years now. When IBM Global Services wins a new IT outsourcing contract, IBM will typically hire about about 20% of the affected customer IT employees and try to send most of the remaining IT Services work to India, China, Brazil or some other low cost provider country. I saw this pattern repeat many times, until my IBM job was eliminated in December last year. Now, Sam Palmisano, CEO of IBM, is at the head of the line schmoozing to get his hands on the stimulus money, promising to create more jobs. Unfortunately….he doesn’t say where. If the truth were known (IBM doesn’t release layoff information) Sam Palmisano has probably presided over the shipping of 100,000 highly compensated US jobs to foreign lands. We will never see those jobs, or that money again.

IBM has been laying off skilled workers at an alarming pace (definitely not just “low tech” jobs, but PhDs, people with over 40 patents to their names.) The only “employees” doing well are the senior executives (Band C and above). Everyone else is made to feel completely expendable. Upper exec bonuses are excellent. For the rest, it is just ugly and getting uglier all of the time.
IBM has no idea how to make a profit except through labor arbitraging. This is the only trick they have left. It is profoundly anti-American and shouldn’t be rewarded.
Give the money to small businesses. That is where I will end up eventually anyway. The vast majority (over 80%) of U.S. workers at IBM are on their way out, no matter how good you are. The writing is on the wall.

ARRA Stimulus Program money is from US tax-payers and is for the generation of US onshore jobs.
IBM can do government business, but no company should be allowed to take Stimulus money offshore. No company.
There is no doubt that IBM have recently had their employees train new off-shore employees. Then once the training was complete they fired the on-shore employees who did the training. Many were fired just last week. The purpose was to reduce payroll as I believe President Obama pointed out when questioned about IBM’s 5000 layoffs.
My incentive dollars need to go to small companies who will invent and produce new jops on-shore. Large companies like IBM and HP cannot do this which is why they need small payrolls and large profits to buy smaller companies like Sun.
Are our politians unaware as to how things work outside the beltway? Surely, this is a no-brainer.
No way should IBM get any stimulus funds. They laid off more people from their Tulsa, Oklahoma center just last week and most jobs remaining there are being sent to India or Argentina by year-end. IBM took over PC and effectively ran that business in to the ground by reducing benefits of the workers and pushing out experienced workers out the door.

IBM is one of the single largest transgressors when it comes to exporting jobs overseas and in doing so they have weakened the United States in many different ways.
Not only should they not get a dime of assistance from the Stimulus via contracts or otherwise, I pray every night that they go bankrupt and are left penniless. For a company who had its roots in the US to rape our tech sector so badly, demoralizing our workforce and sending so many jobs overseas – traitorous behaivor.
